What is CDBG?

|
The Community Development Block Grant (CDBG) Program is an entitlement
grant funded by the Federal Department of Housing and Urban
Development (HUD).
The goal of the Community Development Block Grant program is
to preserve and develop viable urban communities by assisting
low/moderate income households through physical development
programs that:
 | Provide and sustain decent,
safe and affordable housing |
 | Create and maintain a suitable
living environment |
 | Expand and retain economic
opportunities |
Program Priorities:
The Consolidated Plan provides a comprehensive view of the community’s
priority housing and non-housing needs over a five-year period
with a strategic plan for using Federal, State and local resources
to address those needs.
The
activities that will be implemented with HUD CDGB funds have
been developed to address the priority needs, goals and objectives
identified in the 2004-2009 Consolidated Plan.
Priority
#1: Provide and sustain decent,
safe and affordable housing.

More than 5,800 housing units
are needed by 2010 for residents with incomes below 80%
of the median area income due to projected population increases
in addition to the 20,000 current residents with housing
problems such as, sub-standard housing, affordability and
overcrowding.

Priority #2:
Promote the provision of safe and decent, transitional and
permanent housing for homeless and special needs person and
very-low income, at risk households.
 | Over 1,000 units of transitional and permanent housing are needed
to address the needs of the current homeless population.
There is also a need for permanent supportive housing for homeless
people with special needs.

Priority #3:
Create and maintain suitable living environments for low income
residents through neighborhood revitalization activities.
 |
Predominantly low income neighborhoods
suffer from neglected and vacant properties, a lack of basic
infrastructure such as roads, water and sewer, and a lack
of neighborhood services and facilities. As such,
the standard of living in these neighborhoods is disproportionately
lower than the average neighborhood.

Each year, an Annual Action Plan is prepared to specifically
describe the current year’s projects and funding. The
plan describes the proposed projects, how they meet CDBG goals
and requirements, and the amount appropriated. The plan
is submitted to HUD for approval.
