Transportation Improvement Program

The Marion County Transportation Improvement Program (TIP) lists the anticipated projects throughout Marion County for a period of five years. Projects may include total reconstruction, resurfacing, widening, intersection improvement, traffic signal, lane additions, or a combination thereof.

The TIP is revised for costs and timing on an annual basis prior to the budget. Each time the TIP is revised it is done so to reflect the addition of the new fiscal year, additional information that may have gathered from the previous TIP, and new projects for that year.

The selection of projects listed in the TIP is based on information from prior TIP’s, Transportation Department, Planning Department, and the Transportation Planning Organization (TPO) Long Range Plan. Basically, reconstruction, resurfacing, widening, intersection improvements, and turn lane projects are identified by the Transportation Department. Construction of new lanes and new roads (capacity projects) are identified by the TPO, Planning, and Transportation Departments.

After staff in the Transportation Department combines the projects identified by the afore mentioned process, a draft TIP is prepared which schedules the projects based primarily on the availability of funds over the five year period. This draft TIP is then presented to the Board of County commissioners at an open workshop for their review and comments (if necessary). After the Board’s review and input, staff revises the TIP and it is then presented at a regular Board meeting for adoption.

Survey

The Survey Section of the Marion County Transportation Department has a staff of seven including two registered Professional Surveyors and Mappers. The division operates one design crew and one G.P.S. crew with full time office staff to assist the public. The staff handles field surveys for in house design and maintains control networks throughout the County. Plats or plans submitted to the Transportation Department are reviewed by the Survey Section staff. The Survey Section has a large archive of survey information and control from many agencies that is available to the public. Project Design

Project Design is responsible for concept through final design of the road projects listed in the TIP. In-House design projects are completed by the design staff using field data gathered by the Survey Section. These designs are supervised by the Design Engineer and go through multiple reviews by In-House personnel. Other projects are designed by consulting engineers and coordinated with an In-House Project Manager who monitors the design and its progress. These plans are subject to the same rigorous review procedures used for In-House design projects.

The Transportation Department then oversees the application of permits from applicable regulatory agencies, preparation of an Engineers Estimate of Probable Construction Costs, preparation of Bid Specifications, and works with the Purchasing Department during the bidding process. Following the award of a project by the Board of County Commissioners, the project is overseen by the Construction Inspection Section.

Right-of-Way Acquisition

The Transportation Department employs a Right-of-Way Agent who is called in after preliminary roadway design is done to acquire property and/or easements that are necessary to complete a roadway project. Generally speaking, the purpose of an acquisition could be for safety, drainage, or roadway expansion/realignment.

Bid Process

The Bid Process is necessary to provide a mechanism that provides measures such that projects will be completed at the lowest cost to taxpayers. The following steps illustrate the bid process:

bullet Prepare plans, specifications, and bid forms
bullet Advertise the project
bullet Hold a pre-bid conference
bullet Prepare an addendum as necessary
bullet Conduct bid openings
bullet Review bids and make recommendations for approval or denial
bullet Award bid at County Commission meeting
bullet Hold pre-construction conference
bullet Issue the “Notice to Proceed”

Construction Inspection

The purpose of inspections is to ensure that the project is constructed according to plans and that proper maintenance of traffic is being followed for the safety of pedestrians and motorists during roadway construction. The County Road Inspector’s are on the job for both in house and consultant projects.
