Useful Engineering Services Terminology

 
Berm: A mound of soil, either natural or man-made.

Bidder: An individual, firm or corporation submitting a proposal for the proposed work.

Consultant: The Professional Engineer or Engineering Firm registered in the State of Florida who performs Professional Engineering Services for the County, other than County personnel. The Consultant may be the Engineer of Record or may provide services through and be subcontracted to the Engineer of Record.

Contractor: The individual, firm or company, contracting with the County for performance of work or furnishing of materials.

Culvert: Pipe

Design Speed: The maximum speed that can be maintained over a given section of highway when weather, light and traffic conditions are such that the design features of the highway govern.

DRA: Drainage Retention Area. A reservoir which provides temporary storage of stormwater runoff and disposes of same by soil percolation.

FDEP: State of Florida Department of Environmental Protection.

Floodplain: Areas adjoining rivers, streams, ponds, lakes or localized depressions which are subject to 100-year-recurrence-interval flood as delineated in a flood insurance study for the Flood Insurance Rate Maps for Marion County, Florida.

Impervious Surface: Those surfaces which do not absorb water including but not limited to, buildings, paved parking areas, driveways, roads, sidewalks, patios and any areas covered by brick, concrete, concrete pavers or asphalt paving materials.

Median: The portion of a divided highway or street separating the traveled ways for traffic moving in opposite directions.

MES: Mitered End Section.
  Plans: The approved plans, including reproductions thereof, showing the location, character, dimensions and details of the work to be done.

Percolation: The seepage of water through the soil under gravity.

Proposal: The offer of a bidder, on the prescribed form, to perform the work and to furnish the labor and materials at the prices quoted.

Right of Way: The land which the County has title to, or right of use, for the road and its structures and appurtenances, and for material pits furnished or to be furnished by the County.

Roadbed: That portion of the roadway occupied by the subgrade and shoulders.

Roadway: The portion of a highway within the limits of construction.

Runoff: The surface flow of storm water.

Shoulder: That portion of the roadbed outside the edges of the traveled way (or back of curb) and extending to the top of front slopes. The shoulders may be either paved or unpaved.

Subgrade: That portion of the roadbed immediately below the base course or pavement (including below the curb and gutter, valley gutter, shoulder and driveway pavement); the limits of which will ordinarily include those portions of the roadbed shown in the plans to be constructed to a design bearing value or to be otherwise specially treated. Where no limits are shown in the plans the subgrade section shall be considered to extend to a depth of 12 inches below the bottom of the base or pavement and outward to six inches beyond the base, pavement or curb and gutter.

Swale: A low lying stretch of land defined by the flow of water.

Water Detention Basin: A manmade or natural water collection facility which collects surface or subsurface water and which impedes its flow and releases the same gradually at a rate not greater than that prior to the development of the property, into natural or man-made outlets.
